A
native of Daytona Beach, Mr. Rice received his Juris Doctor
degree from the University of Florida School of Law in 1983.
He received his Bachelor of Science degree from the University
of Florida as well, majoring in Finance. In law school, Mr.
Rice was a member of the prestigious political honorary,
Florida Blue Key, and was also a member of the Phi Delta Phi
Fraternity. In his undergraduate years, Mr. Rice was president
of the Mortarboard Honor Society, vice president of the
Inter-fraternity Council, a Student Senator and secretary of
his fraternity, Alpha Tau Omega.
Mr. Rice is board certified in marital and family law by the
Florida Bar Board of Legal Specialization and Education. He
was admitted to practice in all Florida state courts in 1983
and, in 1984, was admitted to the United States District
Court, Middle District of Florida.
Mr. Rice was the 2001-2002 president of the Volusia County Bar
Association, and also previously served on its board of
directors. The Volusia County Bar Association is comprised of
over 600 attorneys and is headquartered in Daytona Beach.
Currently, Mr. Rice serves as the chairman of the Bar
Association’s Family Law Section. Mr. Rice is a member of the
Florida Justice Association as well as the Family Law and
Trial Lawyers sections of the Florida Bar. Locally, he is a
member of the Volusia County Civil Trial Attorneys
Association. Mr. Rice was member of the Dunn-Blount Inns of
Court from 2001-2005. Mr. Rice is a trial attorney who limits
his practice to divorce and family law, and he accepts some
cases involving serious personal injury or wrongful death.
Mr. Rice currently serves, by appointment of the Mayor, as the
chairman of the City of Daytona Beach Nuisance Abatement Board
and has done so since April 2000. Mr. Rice was a member of the
City's Right Sizing Task Force in 2004 and also served on the
City’s Commission Salary Review Committee in 2000. Mr. Rice is
active in the Daytona Beach Quarterback Club having served as
president for the 2003 season and co-captain, treasurer and
secretary in previous years. Mr. Rice is also active in the
Daytona Beach Track Club where he served on the board from
1994 through 2001 and as president from 1995 through 1997. Mr.
Rice has been a long time competitive triathlete and runner
having received All-American honors from USA Triathlon for the
2003, 2004, 2005 and 2006 seasons. Mr. Rice also likes to
surf, locally and abroad. He is married with three children,
two sons and a daughter.
